Where we work: Melbourne and regional Victoria
Dwellix Pty Ltd is a Victorian domestic builder registered with the Building and Plumbing Commission (BPC). We build two-bedroom granny flats and renovate homes across metropolitan and Greater Melbourne, the Melbourne CBD, Geelong, Ballarat and Bendigo. Each regional page sets out the councils, overlays and local guidance that shape a project there.
Key facts
- State rules: since 15 October 2026, Amendment VC306 lets a small second dwelling of up to 80m² go ahead without a planning permit in many cases, unless an overlay or other control requires one or the lot is under 300m² in a residential zone (other than the Low Density Residential Zone). A building permit is required in every case. (Planning Victoria)
- Insurance: Home Warranty applies to eligible work valued at more than $20,000 under Victorian contracts signed from 1 July 2026. (BPC)
Which regions does Dwellix work in?
- Metropolitan and Greater Melbourne: granny flats and renovations, with the 300m² rule, title checks, flood and heritage overlays, and bushfire-prone land.
- Melbourne CBD: the rules for renovating in the central city: council works hours, permits and owners corporation approvals.
- Geelong: City of Greater Geelong and Surf Coast guidance, the Bellarine and Corio Bay coastal flood overlay, and graded heritage places.
- Ballarat: restumping and renovations, gold-rush heritage areas, and a flood overlay update before a Planning Panel.
- Bendigo: private building surveyors, miners’ cottages added to the Heritage Overlay, and fixed bushfire levels.
Why does each region have its own page?
The state sets the framework, and your council’s planning scheme decides how it applies to your land. Flood controls show the difference. In metropolitan Melbourne, councils in the Port Phillip and Westernport region refer flood overlay applications to Melbourne Water. Around Geelong, the Corangamite Catchment Management Authority applies its own criteria to the coastal flood overlay.

How does Dwellix work across regions?
We take on projects across metropolitan and Greater Melbourne, the Melbourne CBD, Geelong, Ballarat and Bendigo. Send us your address and we’ll confirm whether we can take on your project.
- Granny flats start with a feasibility check of your zone, overlays and lot size, then a choice of three designs, each with two bedrooms and one bathroom.
- Renovations start with an enquiry about the renovation services you need.
- Approvals: if your project needs a building permit, we handle the permit process for you. You formally appoint the building surveyor, and we can recommend one and manage everything with them. Other consultants, such as the engineer and energy rater, are coordinated by Dwellix.
- Registration and insurance: Dwellix is registered with the BPC (CDB-U 102264). Home Warranty is subject to eligibility, limits and exclusions.
Frequently asked questions
Do you build granny flats in Geelong, Ballarat and Bendigo?
Yes. Geelong, Ballarat and Bendigo are among the regions Dwellix works in, for granny flats and renovations. Send us your address and we’ll confirm whether we can take on your project. The state rules apply in each, but zones, overlays and council guidance differ, so each regional page sets out the local checks.
Are granny flat rules the same in every Victorian council?
The framework is. The Victorian Government sets the small second dwelling rules. Councils apply zones and overlays through their planning schemes, so the outcome for your block depends on your council.
Can I build a granny flat in the Melbourne CBD?
Rarely. A small second dwelling must sit on the same lot as an existing house, and most homes in the City of Melbourne are apartments. Our CBD guide covers the rules for renovating in the central city.
