Renovating in the Melbourne CBD: permits, hours and owners corporation rules

Renovating in the Melbourne CBD runs on its own rules: council building hours, skip and hoarding permits, no tradesperson parking permits, owners corporation approvals and the Capital City Zone. This guide sets them out, with the official source for each.

Dwellix renovates apartments and terrace homes in the Melbourne CBD and the wider City of Melbourne, from kitchens and bathrooms to complete refurbishments.

Key facts

  • Work hours: 7am–7pm Monday to Friday and 8am–3pm Saturday, unless you hold an out-of-hours permit. (City of Melbourne)
  • Parking: no Tradesperson Parking Permits for small home renovations in the central city or Docklands. (City of Melbourne)
  • Capital City Zone: external works need planning approval. (City of Melbourne)
  • Owners corporation: tell it about your plans and check its rules before you renovate. (Consumer Affairs Victoria)

Is a granny flat possible in the CBD?

Rarely. A small second dwelling must sit on the same lot as an existing home, and most homes in the City of Melbourne are apartments.

If you own a house elsewhere in Melbourne, see our Melbourne page, our granny flat designs and the granny flat cost guide.

When can renovation work happen in the central city?

Under Part 12 of the Activities Local Law 2024, building work is allowed 7am–7pm Monday to Friday and 8am–3pm Saturday. Outside these hours you need an out-of-hours permit, lodged at least 3 business days ahead, and approval is at council’s discretion.

Noisy work such as demolition, concrete cutting, jackhammering, or placing and collecting skips isn’t supported out of hours. Quiet internal work, such as plastering, carpet laying or painting, is more likely to be approved.

Do you need a permit for a skip or a hoarding?

Yes, if it sits on the road or footpath.

  • Skips: a skip on the road needs a skip permit. Only the skip company’s authorised representative can apply. Skips may be placed or collected only 7am–7pm weekdays and 8am–3pm Saturday, and aren’t allowed in Bourke Street Mall or in Swanston Street between Flinders and La Trobe streets.
  • Hoardings, gantries and scaffolds: on a public road or footpath these need a temporary protective structure permit, lodged at least 10 business days ahead, with a structural engineer’s certificate and a deed of indemnity. A hoarding on private land needs no permit.

Council charges permit fees for each of these.

When is a construction management plan needed?

When works will last 4 weeks or more and could disrupt road users, involve excavation below road or footpath level, or include demolition that needs public space or affects public safety. Council or a planning permit can also require one.

Where do trades park?

Tradesperson Parking Permits for small home renovations aren’t available to property owners in the central city or Docklands. Construction parking permits in a construction permit zone have a 6-month minimum, and you apply at least 35 business days ahead.

What does the owners corporation need to approve?

Tell your owners corporation and check its rules before you renovate an apartment.

What counts as common property depends on your plan of subdivision. Refreshing floors and finishes? Check the rules, then see property refurbishments.

Do CBD works need planning approval?

External works do. The Capital City Zone covers the whole CBD grid plus the Queen Victoria Market, City North and parts of Southbank. In this zone, a planning permit is needed to build, alter a building facade or carry out works. Design and Development, Heritage or Special Building overlays can trigger further permits.

Robert Hoddle laid out the grid in 1837. The Hoddle Grid Heritage Review (March 2022) recommended Heritage Overlay protection for 126 individual places and 5 precincts, and Amendment C387 was gazetted on 9 September 2022. A Heritage Overlay or other overlay may mean a planning permit is needed; check with your council.

What changes inside a Class 2 apartment building?

A building with two or more separate units, each its own dwelling, is Class 2; a detached house, terrace or townhouse is Class 1a.

A non-structural bathroom, kitchen or laundry renovation may not need a building permit if every Schedule 3 condition is met, including no effect on essential safety measures. Your building surveyor confirms. See bathroom renovations and building permits for renovations.

For contracts signed from 1 July 2026, Home Warranty may apply to eligible work valued at more than $20,000, subject to eligibility, limits and exclusions.

How Dwellix runs a CBD renovation

We take on projects across the Melbourne CBD.

  1. Rules first. We set the scope around your owners corporation rules and plan of subdivision.
  2. Approvals. If your project needs a building permit, we handle the permit process for you. You formally appoint the building surveyor, and we can recommend one and manage everything with them. Your owners corporation’s rules and any council permits for hoarding, out-of-hours work or parking are identified in your proposal, along with who arranges each one.
  3. Scheduling. We plan noisy work inside council’s permitted hours.
  4. Contract. Dwellix is registered with the BPC (CDB-U 102264).
