Restumping in Bendigo

In Bendigo, the building permit for restumping comes from a private building surveyor, because the City of Greater Bendigo doesn’t issue building permits. Restumping must be done by a registered builder and generally needs a building permit. Dwellix, a registered domestic builder (CDB-U 102264), coordinates and delivers restumping in the Bendigo region.

Who issues the building permit for restumping in Bendigo?

A private building surveyor. The City of Greater Bendigo doesn’t issue building permits, so a private building surveyor issues the permit and inspects the work at key stages. We handle the permit process for you. You formally appoint the building surveyor, and we can recommend one and manage everything with them. The City’s consent may still be needed, for example for asset protection or to protect adjoining properties. The City’s website lists private building surveyors in the Bendigo region, without endorsing any of them.

Restumping must be done by a registered builder and generally needs a building permit; your building surveyor confirms. The building permit exemptions in the Building Regulations 2018 don’t cover underpinning or replacing footings.

Where structural design is needed, we coordinate a suitably qualified external engineer. Engineering scope, costs and responsibilities are confirmed for each project.

Who can restump a house in Bendigo?

A builder registered with the Building and Plumbing Commission (BPC). Consumer Affairs Victoria says registration is needed for re-blocking and re-stumping regardless of value, and the BPC says owner-builders can’t do subfloor work. Check a builder’s registration, status and any conditions on the BPC’s public register before you sign. Dwellix Pty Ltd’s registration is CDB-U 102264.

Is your miners’ cottage now in the Heritage Overlay?

It may be. The City says its grander Victorian homes are mostly in the Heritage Overlay, but many modest miners’ and workers’ houses were not. Its study identified four types of miners’ housing: Miners’ Cottages, Quartz Gold Boom Miners’ Houses, Workers and Mine Speculator’s Houses, and Quartz Reefer Houses. Amendment C275gben, gazetted on 8 May 2026, put 142 individual places into the Heritage Overlay through four serial listings (HO1000 to HO1003).

In a Heritage Overlay, works, repairs or maintenance that change a building’s appearance or use different materials generally need a planning permit, and any planning permit must be issued before the building permit. Most heritage places are covered by the Greater Bendigo Heritage Permit Exemptions Incorporated Plan, which exempts many minor works if its conditions are met.

A heritage advisor is available. If your restumping will change the outside of the house, ask before you apply.

Is your property in a flood or bushfire overlay?

Flooding. Amendment C221, approved on 26 April 2018, applied the Bendigo Urban Flood Study (2013) through the Land Subject to Inundation Overlay, Schedules 1 and 2. The Bendigo Local Floodplain Development Plan 2018 is a decision guideline for Schedule 1. If your property is in this overlay, ask the City whether your restumping needs a planning permit.

Bushfire. The City’s Municipal Fire Management Plan says Bendigo is surrounded by land in a Bushfire Management Overlay (BMO) and Bushfire Prone Areas. Your building surveyor or the City can confirm what applies.

What standard should restumped floors meet?

For contracts entered into, or work started, from 1 August 2026, the BPC’s Guide to Standards and Tolerances 2026 treats re-levelled floors as outside tolerance if, within 24 months of completion, they differ in level by more than 15 mm in any room or area, or by more than 8 mm in any 2 m length. It also says the acceptable extent of damage from restumping should be agreed before work starts. See restumping in Melbourne for more. For re-levelling a sloping floor or repairing bearers and joists, see floor levelling and subfloor repairs.

You formally appoint the building surveyor, and we can recommend one and manage everything with them. Does the Heritage Overlay affect restumping in Bendigo?

It can. In a Heritage Overlay, works that change a building’s appearance or use different materials generally need a planning permit. Amendment C275gben added 142 miners’-housing places to the overlay in May 2026, so check your property’s status and ask the City’s heritage advisor before you apply.

Is restumping covered by Home Warranty?

It can be. For contracts signed from 1 July 2026, Home Warranty applies to eligible domestic building work, including repairs and alterations, valued at more than $20,000. It’s the BPC’s statutory insurance, not a builder’s product, subject to eligibility, limits and exclusions, and it doesn’t cover work by unregistered builders.
